THE RIGHT HEALTH CARE OPTIONS: L&E health care consultants help our clients develop options for reforming health care financing and delivery while developing expansion of health insurance coverage. We work with our clients to specifically define and analyze their health care reform proposals to meet their budget and coverage objectives. L&E's design and analysis reform alternatives include various approaches, such as insurance market reforms, state-sponsored reinsurance, mandated coverage, Medicaid eligibility expansions, and single-payer systems.

THE RIGHT HEALTH CARE DATA, THE RIGHT HEALTH CARE TOOLS: L&E health care consultants consider the appropriate data and research to be the key to health care reform analysis. Our database of HMO, insurance company, Medicaid, and Medicare information has allowed us to build a data set that reflects the "real" costs in an area. This cost model allows us to test the effects of multiple reform alternatives. We also assist our clients in developing data requests and surveys to collect data that is specific to certain geographic locations and medical provider arrangements.

L&E’s actuarial and economic models offer a flexible approach that can be tuned to the needs of a state, municipality, or other governmental entity interested in health care reform. We integrate the Medical Expenditure Panel Survey (MEPS) and the Current Population Survey (CPS) into our claim cost model to project the effects of reforms.
