Health Care reform has been in the news for some time. Recently the Patient Protection and Affordable Care Act (H.R. 3590) and Health Care and Education Reconciliation Act (H.R. 4782) were passed and they will have far reaching effects for the health insurance industry. Lewis & Ellis' health actuaries have studied these Acts in order to provide expert guidance to our clients.
The Acts will impact employers, health insurers, health care providers, Medicare and Medicaid. One of the goals of these bills is to extend coverage to those who are uninsured or uninsurable. It changes the rules for insurance companies and employers. Some of the provisions are already in effect and require prompt attention. Others provisions are not effective until 2014.
Tom Handley and the Health consultants in Lewis & Ellis' Overland Park office have summarized the key provisions in Health Insurance and Market Reform Overview - H.R. 3590 and H.R. 4872 (last updated 7/22/2010). This is a user friendly summary that will allow our clients and friends to better understand the implications of the bills. This document highlights the provisions that need prompt attention (effective dates highlighted in red) as well as the provisions that are not effective until 2014. It will be updated on a regular basis so please check back regularly for updates.
Also, Steve Bryson has written the article Nondiscrimination Testing for Group Health Plans (Click here), which explains how the eligibility and benefit nondiscrimination rules that previously applied only to self-insured plans will soon apply to insured plans as well.
