Steve has 39 years of experience in the actuarial profession. He started his career as an actuarial student with Pacific Mutual Life Insurance Company in 1972 and joined Lewis & Ellis in 1984. Steve has utilized his diverse actuarial experience on behalf of employers, life and health insurers, local governments, and state and federal agencies in the following areas:
Product development and compliance for individual and group A & H products
Valuation of life, health and pension liabilities
Actuarial analysis of self-insured group health plans
Medicare Advantage programs
Retiree Drug Subsidy attestations
FASB and GASB reporting for retiree medical and other post-employment benefit plans

Steve is a Fellow of the Society of Actuaries, a Fellow of the Conference of Consulting Actuaries, a Member of the American Academy of Actuaries, and an Enrolled Actuary. When not serving his clients, Steve is an active volunteer, having served on actuarial examination committees, the inaugural Fellowship Admissions Course committee, and the annual meeting committee of the Conference of Consulting Actuaries. He has also been active in the Odyssey of the Mind and Destination Imagination programs, which sponsor extra-curricular creativity competitions for students in the 3rd grade through college.
1/2011 Wrote the article Nondiscrimination Testing for Group Health Plans, which explains how the eligibility and benefit nondiscrimination rules that previously applied only to self-insured plans will soon apply to insured plans as well. A link to this article was included in the January 21, 2011 issue of the BenefitsLink Health & Welfare Plans newsletter.
3/2010 Addressed the Texas Municipal League. Steve's speech, entitled "TMRS Funding: A Long-term Perspective", deals with setting funding policy for public retirement systems.
11/2009 Addressed the Conference of Consulting Actuaries at their Annual Meeting in Tucson, AZ. Steve spoke on "GASB 43/45: Raiders of the Not-So-Lost ARC" (Session 21) with Bonnie Albritton and "Retiree Medical: (Still) In the Trenches" (Session 17).
10/2008 Addressed the Conference of Consulting Actuaries at their Annual Meeting in Bonita Springs, FL. Steve spoke on "GASB 43/45: In the Trenches", "GASB 43/45: So, What's the Right Answer?", and "Claim Reserving Methods: A Report from the SoA" (with Wesley Campbell). The presentation with Wesley was titled "Comparison of IBNR Methods".
10/2007 Addressed the Conference of Consulting Actuaries at their Annual Meeting in San Antonio. Steve spoke on "GASB In the Trenches" and "Medicare Advantage Bidding: Dos and Don’ts".
